VibeZones are created organically, or "bottom-up," by users. A VibeZone automatically appears as a micro-event when at least two users with FirstMove check in to the same area. If you're in a public space and don't see one, it just means no one else has checked in yet.
You can check the Hot Points Directory in the app to see a global list of all active VibeZones and micro-events nearby, which can help you discover a place to go and make a connection.
